Rookh Niaz Khan is a highly accomplished international development and evaluation specialist with over 20 years of experience leading research, monitoring, evaluation, organizational development, and policy advisory assignments across Pakistan, Afghanistan, and the wider South and Central Asia region. He has successfully delivered more than 300 consultancy assignments for governments, UN agencies, bilateral donors, and international NGOs in fragile, conflict-affected, and disaster-prone contexts.
Rookh has extensive expertise in governance, climate resilience, disaster risk reduction (DRR), food security and livelihoods, agriculture, natural resource management, gender equality and social inclusion (GESI), humanitarian response, peacebuilding, and Monitoring, Evaluation, Accountability and Learning (MEAL). He has led numerous baseline studies, mid-term and final evaluations, institutional assessments, market assessments, strategic planning assignments, and policy research for organizations including USAID, FAO, UNDP, UN Women, FCDO, ICRC, Islamic Relief, Oxfam, IOM, World Vision, and Welthungerhilfe (WHH).
Throughout his career, Rookh has championed inclusive and climate-resilient development, leading programmes that strengthen local governance, promote climate-smart agriculture, support women's economic empowerment, enhance disaster preparedness, and improve community resilience. He has also designed Social and Behaviour Change Communication (SBCC) strategies, developed climate-smart DRR frameworks, facilitated peacebuilding initiatives, and strengthened civil society organizations through institutional capacity development and resource mobilization.
Holding Master's degrees in Agriculture (Horticulture) and Political Science, Rookh combines technical excellence with strategic leadership and brings extensive experience in programme design, evaluation, policy reform, and institutional strengthening.
